Step by step
1. Cut a rectangle of light blue sparkle foam, approximately 6cm x 8cm and glue to card centrally 2cm from the top
2. Cut a rectangle of royal blue foam 7cm x 5cm
3. Cut a piece of white glitter with a rough edge to look like waves approximately 2.5cm to fit across the royal blue foam. Cut a piece of light blue sparkle foam slightly shorter than the white and glue to the royal blue foam.
4. Glue the royal blue panel to the light blue panel
5. Glue a wooden fish to the royal blue panel and make three dots for bubbles
6. Cut a strip of light blue sparkle foam the width of the card with edges to look like waves and glue to the bottom of the card.
